How to have consistent fps in games

I use FBX Game Recorder on Skyrim and I can have sometimes up to 40 fps (Which is what I set it on) to then go to 9 fps in an instant, even when I'm not in a battle I can lose fps just running through a forest compared to having around 40 fps in like a town. I just don't understand. Normally without FBX Game Recorder, I have around 60 fps constantly. Please, someone, help me with my situation. I have lower quality and CPU usage, with max quality, fps 40 and having a resolution of 720p.

Check the 'Encoder' setting on the Settings -> Video tab to see if you have a Hardware Encoder available. If you do, select that. If not, then I'm afraid all you can do to improve performance is to adjust the Resolution and FPS settings.

I don't have another encoder so i decreased my resolution and quality. It fixed this.
